THE REPUBLIC OF PANAMA, THROUGH THE DIRECTORATE GENERAL OF MERCHANT MARINE, SIGNS A MEMORANDUM OF UNDERSTANDING WITH THE KOREAN REGISTER OF SHIPPING  

 

In August 2013, distinguished delegates of the Maritime Administration of the Republic of Panama successfully proceeded with the signing of a Memorandum of Understanding with the KOREAN REGISTER OF SHIPPING.

Engineer Reynaldo Garibaldi, Chief of the Department of Navigation and Maritime Safety of the Directorate General of Merchant Marine of the Panama Maritime Authority and Engineer Jose Luis Ortega, Chief of the SEGUMAR Office, Panama were part of this important event.

 

 

 

 

International Labour Organization (ILO) Visit

In recent days, the Panama Maritime Authority General Director of Merchant Marine, Eng. Alfonso Castillero received the visit of Mr. Marco Minocri, Communication and Public Information Officer at the International Labour Organization (ILO), with headquarters in Geneva, Switzerland.

The ILO, is currently working on a coverage of the Flag surveys, based on the requirements embedded on the Maritime Labour Convention (MLC, 2006), specifically on Title 5 about “Control and Compliance of the Implementation”, in order to verify how the Member States exercise their jurisdiction to establish a survey system that guarantees compliance with the Convention requirements.

In this regard, the ILO chose two vessels, an Italian Flag cruise and a Panamanian Flag Cargo vessel, the MSC POH LIN, which at the time of the visit, was properly certified for a period of five years, also, the certificate on board was complemented by the Declaration of Maritime Labour Compliance Part I and Part II; fully complying with the standards of the MLC 2006 Convention, which was verified with the subsequent survey performed by the Panama Maritime Authority personnel.
As the final part of the ILO delegate visit, Mr. Minocri, asked Eng. Castillero, if Panama was prepared to face the entry into force of the Convention (MLC, 2006), to which the General Director of Merchant Marine replied that: “the Administration had various Trainers accredited by the ILO Training Center, and the technical personnel of the Directorate under his command, had the necessary qualifications to perform the surveys required by the MLC”.

For the entry into force of the MLC, 2006, the ILO has planned to publish on its website www.ilo.org the coverage of the Flag surveys about the living and working conditions of seafarers, where we will be able to learn about the comments and expectations of the ILO Director General of the ILO, the Director of International Standards, the Secretary General of the International Maritime Organization, the ITF representatives, BIMCO, IACS, and Eng. Alfonso Castillero as the Panama Maritime Authority General Director of Merchant Marine, among others.
